The first thing fuel passes is not the carburetor but a filter in the tank. The 530095646 is that pick up filter for small 2 stroke engines: a white paper element in a cylinder, a metal fitting on top, joined to the pick up tube, sitting in the bottom of the tank soaking in fuel.
What is a fuel pick up filter for? As fuel is drawn up, the mouth of the pick up tube sits inside this paper element, so the sand, rust and sediment that collect in the tank do not ride along. Only clean fuel reaches the carburetor. Without this gate, or with it clogged and torn, the grit goes straight into the jets and the diaphragm.
How do you know it is clogged? An engine that starts but feels weak, lags under load, or only runs when you keep squeezing the primer is usually a blocked pick up filter: the fuel cannot keep up with what the engine wants. Keep using a clogged element and the paper fails, and instead of filtering it feeds the engine sand.
How do you replace it? Pull the old filter out with the pick up tube, and match the new piece against the old: the paper body and the metal fitting. Rinse the tank opening before the new element goes in, and seat the fitting firmly on the pick up tube. A spare in the toolbox is the cheapest insurance there is.
